Though it was stated that no transfers will be allowed in the first 3 years.  But as in other things in the IPL - money power wins out. So, franchise owners have been allowed to trade in their players. The tranfer will involve the owner of the team selling a player to any other interested franchisee. The player gets 25 percent of the transfer fee, and the owner pockets the rest.

The most important clause is there is no 5 million cap for the player transfers. So, the players auctions get literally go through the roof for determined buyers and owners with bottomless money bags.
